pram manufacturers

I have just returned from holidaying in Europe and took lots of notice of the prams being used in these hot countries. It has often puzzled me why modern prams don't have waterproof hoods and aprons and mums have to carry those clumsy see through plastic raincovers around with them. Well, someone in Spain told me that as there is very little wet weather and as a large number of modern prams are made abroad, the manufacturers don't see the need. I am now wondering why we in Britain can't just treat the fabric with waterproof spray like tent manufacturers do. Any thoughts on this anyone? Would it make the fabric waterproof? Surely it would be a lot better than having to wrap your pram and baby in bubble wrap whenever it rains!
